To most effectively and inexpensively repair an inoperative electricly operated side window is it best to go to a automotive window repair shop, a dealer for the make of the car I own or a general auto repair shop?

Generally a general auto shop will have better pricing than a dealer. I don't know that an auto glass replacement company can help you with this.
What exactly are the problems you are having? Do some windows work but others don't? Does it depend on which switch you use? Sometimes a switch will wear out and cause the window to stop functioning. Sometimes it's the window motor.

I live in a small town with no local dealer of my Dodge Grand Caravan. For repairs such as this, I go to a local paint & body shop .... labor rates are much cheaper than dealer, and they are experienced making these kind of repairs.
